Refund Policy

This refund policy is to guide the re-imbursement of overpayment by customers. These include employers, insured persons, self-employed, investees, and any other persons who conduct business with Social Security.

 

Treatment of Refunds

Social Security Act and Regulations addresses refunds to employers and Insured persons as follows:

Contribution and/or fines overpaid are refunded to the employer if he/she overpaid contribution on behalf of his/her employees. Refund of contribution overpaid will be made to the employer if the following conditions are satisfied:

 

  1. The Statement of Wages and Contribution (C3) is submitted and shows that the contribution paid by the employer exceeds the contribution due as per the C3.
  2. The employer record shows that there are no outstanding payments due to Social Security by way of contribution and/or fines.
  3. The employee’s portion of the contribution overpaid was not erroneously deducted from the employee’s earnings and should therefore be repaid to the employer.

Payments made by credit card cannot be refunded or reversed until the above conditions are met.

The treatment of refunds as stated above also applies to Self-employed persons.

 

Other Refunds

The overpayment must be certified, and approval granted before a refund is issued, or payment is reversed.

 

Authorisation of Refunds

All refunds must be verified and approved by the appropriate Department Manager and  authorised by the Finance Manager or any other class A signatory.
